The quote is contained (unattributed) on a plot card in the Illuminati: New World Order game. This card is, unsurprisingly called: Sufficiently Advanced Technology.

There is the rebuttal to this law:

"Any technology distingushable from magic isn't sufficiently advanced!"

I can't remember the author, but it's in Terry Pratchett's The Science of Discworld (a great book).
