Authorized the secret production of nuclear weapons by a government-run industry exempt from public scrutiny and nearly every local, state and federal regulation. A good idea, since the Hanford Atomic Reservation had already existed for ten years. CYA. As a result, pollution and health standards were routinely violated... all in the name of national security.
