Yes, Baltimore had a very large steetcar system, years before the light rail was even conceived of. The worlds first electrified railway was the Hampden and Baltimore , built in 1885. The Baltimore Traction Company's tracks were broad guage, to eleviate fears that freight trains would roll through city streets. There was even the trestle, Baltimores elevated railway, which ran along the path of the present day JFX. Alas, the routes were gradually abandoned, w/ the last line shutting down in 1964. A few of the rolling stock was preserved, and is now used by the Baltimore Streetcar Museum, which is built on the right of way of the Ma and Pa, next to Jones Falls.
