Character Etymology:

A highly stylized ideograph showing a man with long hair combined with the radical that means twisting waterweed to yield the meaning of an old man bent and twisted with age. This meaning can still be found in Chinese.

The present-day meaning of consider is most likely an extension of the idea that there is wisdom contained within a man in such a condition.
