The evil world leader on Twinsun. He's made the entire planet into a police state, and suppresses any mention of Sendell (a goddess).
When he finds out Twinsen has strange dreams about Sendell, he imprisons him, so he can't go to the "Well of Sendell" to fulfill the prophecy.
