A phrase made famous by Marylin Monroe when she sang "Happy Birthday" to then-president John F. Kennedy. She did this before an audience of 15,000 people wearing a flesh-colored, $5000 gown which she was literally sewn into. After her performance, Kennedy came up on-stage and responded "Thank you, I can now retire from politics after having had Happy Birthday sung to me in such a sweet and wholesome way."

The phrase "Happy Birthday, Mr. President" has since become synonymous with political (and sometimes even corporate) seduction. It is often uttered in a throaty, pseudo-sultry voice when used facetiously.
