Phrase from British slang. Rougly equivalent to (but slightly less impolite than) the American version, "I don't give a shit". Both versions mean "I don't care" and imply contempt and dislike for the subject at hand, and the person with which the comment is being addressed. Believed to be related to the epithet tosser, also from British slang.
