In the Babylon 5 universe, an organization created by President Clark shortly after he came into power. They started off somewhat harmless, but as Clark's power increased they became a spy organization in charge of finding dirt on fellow officers (those in disagreement with Clark's policies, of course) and having them arrested. Also did much the same with civilians, essentially throwing freedom of speech out the window "in the interests of Earth". Zack Allan joined early on for the extra credits, but started having second thoughts when he realized just what was being asked of him.
