Technician Plus is an older Amateur Radio license class in the United States. You had to progress through Novice class license, pass the 5 words-per-minute Morse Code test, then take the Technician class test.

Now that the FCC has streamlined the licensing classes and made a flat 5wpm Morse proficiency, the Technician license is for VHF frequencies and above, while the General and Extra classes have HF access. Technicians who pass the code test get a minor sliver of HF to play with, basically the old Tech Plus bands.
