Vietnam era American military slang:
The ceramic plate body armor worn by helicopter pilots and crew, more or less a flack jacket. I guess it implies that those helicopter pilots were cowards, but I imagine that a helicopter is a lot more tempting of a target than a soldier and much more likely to draw high caliber fire.
