Something is fully buzzword compliant if it supports all applicable (and a few inapplicable) technologies.

For example, a fully buzzword-compliant operating system would support multitasking, multrithreading, multiple processors, protected memory, and a lots of object-oriented goodies. A fully buzzword-compliant programming language is object-oriented, supports garbage collection, and does late binding. Java and Dylan are fully buzzword compliant.
