A familiar dialectal expression in England, meaning simply "There is nothing as strange as people." It is usually spoken in a Yorkshire accent, or what excruciating mangling passes for an English attempt at imitating an accent.

The "queer" is the old queer meaning strange, not the modern overtone of "gay", but the gay TV show Queer as Folk was named in reference to this saying, as well as to the more forthright expression "queer as fuck".

It's an expression of amazement at what people do, and that whatever strange things you see in the world, it's folk that will be strangest. But the people of Yorkshire are proverbially bluff and phlegmatic, so their amazement is expressed in a quiet, resigned way, as if to shake their heads and get on with whatever they were doing.
