In animation, it's typically a good thing, and refers to a mouth moving in synch with a voice audio track.

In video editing, it's typically a bad thing, and indicates mouth movement without the synch audio. For instance, instead of seeing someone quietly smiling and waving, the audience can see that they're clearly talking, but can't hear what they're saying. This is distracting.
