In the 'olden days', many wise governments created colonies for criminals. This was during the time when governments didn't take crap from no one, you piss the government off and it would ship you across the world. The criminals were trappened in the colony by some manner, often using an ocean or two, and forced to live on their own. Englands use of Australia and America is a good example.
