Why ?
Because an helicopter is expensive and the producer who can afford to make (at least) one explode might also afford a good scenario (WARNING: I didn't say "a scenario you'll like").
Need some examples ?
Watch the Matrix, Broken Arrow, Charlie's Angels, some tell me Rambo 2, Die Hard 3, Austin Powers In Goldmember or Apocalypse now : You'll have some good time even during the scenes when helicopters are not exploding.
These films also happened to have some success when they got out.
So, definitely : A good action movie without exploding helicopters has a name : it is a peplum or a western.
