Phrase used to describe the extra teabag or teaspoonful of tea added to a tea pot in tea making. The number of measures used is (no of cups required) + 1. The phrase is also used when you add an extra quantity of other substances to something to make sure you are over quantity if being under quantity is more disasterous.
