Short Story by Keith Minnion. Originally printed in Isaac Asimov's Science Fiction Magazine and included in Why I left Harry's All Night Hamburgers and Other Stories. The story is set in a world where global warming has melted the icecaps and turned the earth into a water planet and the last bastions of freedom can be found in the top floors of the rusted out sky scrapers of New York City.
