Most ISP's assign a new IP Address to dial-up users when they connect. This is a dynamic IP as opposed to a static IP which is when the IP Address for a computer is always the same.
Dynamic DNS services allow people with dynamic IP's to simulate having a static IP by reassigning a DNS entry a new IP after every reconnect.
