Correct translation of "sieg heil" = "hail victory". Hail and heil bare the same meaning, being a salute.
As with many of the nazi rituals, the heil was taken from the rituals of ancient rome, where the gladiators and soldiers of the roman army, would hail the emperor before going into battle.
