In George Orwell's 1984, the Thought Police could not actually monitor people's thoughts through futuristic technology, but the regime's methods of surveillence and control meant that for all practical purposes you could be arrested merely for illegal thought. If you were committing thoughtcrime, you could be pretty certain that you would give yourself away to the authorities sooner or later.
