A combination of system extensions, fonts, keyboard layouts, and utility programs which extend MacOS to allow the user to display and write text in non-Western languages.

In MacOS 9 there are Language Kits to support Chinese, Japanese, Arabic, Hebrew, Cyrillic languages, other Eastern European languages, and a few Indian scripts I don't recognize.
