A swing voter in Quebec provincial politics, roughly 1/4 to 1/3 of the electorate. The Parti Quebecois has never won an election solely on merit; they've won by being Not The Liberals (though Liberal ineptitude helped in '98). To appeal to these voters in the neverendum, the PQ soft-sells: while the eggheads entertain romantic visions of a Republique du Québec, the pols frame the actual referendum question to imply only a wee tweak of the Canadian constitution.
