Often used to describe someone who is not (yet) aware of conventions, certain facts, or who lacks a certain threshold amount of knowledge in a field or subject. For example, Intel x86 assembler code looks like gibberish to the uninitiated, but to people with some knowledge of assembly it is functional code (hopefully).
